Balya Accepts Fulcomer Award for Westmoreland County

Operation Outward Reach named Westmoreland County the recipient of the Thomas Fulcomer Friends to Operation Outward Reach Award for 2005.

Tom Balya, Chairman of the County Commissioners, accepted the award at the OOR Annual Meeting and Luncheon in May.

In presenting the plaque, OOR Board Chair James McDonough said that officials of Westmoreland County have supported the program since its inception in 1972. During a seven year period beginning in the early 1980's, the County helped OOR through some hard times with grants from Community Services Block Grant funding and the Adult Services Program.

OOR currently receives support through the county from the Human Services Development Fund.

Fulcomer Award

This award was created in 2002 in memory of Thomas Fulcomer, "for those who have shown long-term friendship and support to the agency."

Mr. Fulcomer was Education Director at SCI Greensburg where OOR had its beginnings in 1972.

In OOR's early years, he, Father Vincent Rocco and Joseph Rollins were the driving force behind its development as a community service and inmate training program.

Throughout his years with the Department of Corrections he provided support, advice, encour- agement and friendship to OOR.

At the time of his death in 2002, Mr. Fulcomer was Deputy Secretary for the Western Region.

divisional training buildings at four prisons have been inadequate for a number of years.

Greensburg, Cresson and Albion are too small, while the building at Cambridge Springs is miles from the prison. These institutional training complexes are areas for staff offices, classroom and shop activities and areas to store tools and equipment. They need to be on or near the institution so during inclement weather, the trainees have a dry place for class.

Since the late 80's the agency's central office has been in a seven room house in Youngwood, PA. The house has served us well, but we have outstripped its resources and need to return the property to being a home.

In the spring of this year the agency purchased a building with property in the Hempfield Industrial Park. The building needs to be retrofitted for our Greensburg Training Center/Storage Facility. The additional land will be used to build an agency office.

Who will build much of what we planned? Our trainees are expected to build as much of the office building as their community project schedule will permit.

These efforts will provide our trainees with an excellent oppor- tunity to develop their on-the-job training skills in new construction.
